ASHEVILLE – Residents will get to vote Nov. 7 on whether to divide the City Council into districts — or if the governing body should stay as it is, with council members elected by all city residents.

The council voted unanimously Tuesday to put the question on the ballot, a move that appears to fly in the face of a new state law mandating the change to districts by 2019.

“We want to be able to ask the voters of Asheville if they want districts instead of having Raleigh simply impose districts upon us without having a say,” Mayor Esther Manheimer said.
